ADAMS COUNTY COMMISSIONERS

ALEXANDER SALAMON AIRPORT (AMT), West Union, OH

REQUEST FOR STATEMENT OF QUALIFICATIONS

To Provide Professional Engineering Services at the Alexander Salamon Airport, West Union, Ohio

The Adams County Board of Commissioners anticipates receipt of funds from the United States of America, through the Federal Aviation Administration; Ohio Department of Transportation (ODOT), Office of Aviation, State of Ohio, or other sources, for improvements at the Alexander Salamon Airport. It is anticipated that the proposed project will be accomplished over a period of up to five years beginning the date at which the consultant has been selected and accepted by the Adams County board of Commissioners. The proposed improvements shall consist of the following general project descriptions:

Prepare professional services, drawings, specifications, contract bid documents, planning, design and engineering cost estimates, construction testing and supervision for the below projects and/or consistent with the future and ultimate development shown on the Airport Layout Plan:

  • Runway, Taxiway and Apron Pavement Rehabilitation, Reconstruction and Construction.
  • Airport Drainage and Grading Improvements.
  • Wildlife Hazard Assessment/Study.
  • Airport Layout Plan and/or Airport Master Plan Updates and/or Revisions.
  • Airport Related Environmental Document Preparation Including But Not Limited to Environmental Assessments.
  • New General Aviation Terminal Building.
  • Snow Removal Equipment and Aircraft Storage Hangar Construction.
  • Obstruction Removal Including But Not Limited to Trees, Terrain, Utility Lines, Buildings, Waterways and Roads.
  • Automated Weather Observation System (AWOS) Installation.
  • Airfield Lighting System Rehabilitation.
  • Airport Capital Improvement Program and Grant Application Assistance.
  • Land Acquisition Assistance.
  • Miscellaneous Airport Maintenance and Improvements Including Bui Nol Limited to Snow Removal Equipment Purchase, Aviation Fuel Facilities, Pavement Crack Sealing and Repair, and Pavement Marking Projects.

Qualified design professionals interested in being considered for this work are invited to submit a Statement of Qualifications to provide professional engineering services required for the completion of the above projects that are within the guidelines of state and federal standards. Interested firms shall submit 4 copies of the Statement of Qualifications, including a one-page Statement of Interest in performing the proposed services, in an 8½" x 11" bound formal containing no more than 30 pages, not including cover page, cover letter, table of contents page(s), separation/index pages or Statement of Interest page. Strong emphasis will be given to the following criteria:

  1. Capability to perform all aspects of the projects listed above
  2. Qualifications and range of experience of firm; Professional background and caliber of key personnel
  3. Capability to meet schedules or deadlines
  4. Quality of projects previously undertaken and capability to complete projects within budget
  5. Qualifications and experience of sub-consultants regularly engaged by the consultant under consideration
  6. Ability to furnish qualified inspectors for construction inspection
  7. Familiarity with the airport and proposed projects
  8. Degree of interest shown In undertaking the projects
  9. Familiarity with Local, State of Ohio, ODOT, Office of Aviation and FAA regulations
  10. Commitment to Affirmative Action and Disadvantaged Business Enterprise Program Initiatives
  11. 11.     Letters of recommendation and/or references

A preliminary review of the qualifications of the firms will be undertaken. Additional information and/or a personal interview may be requested of the top ranked firms after the initial evaluation. All consultant selections will be done in accordance with the latest version of the Advisory Circular 150/5100-14E, "Architectural, Engineering and Planning Consultant Services for Airport Grant Projects." The firm with the best qualifications will be invited to negotiate a contract for some or all the above work. If an agreement Is reached, a contract will be entered into by both parties for some or all of the above work. If no agreement is reached, the next highest-ranking firm will be invited to negotiate, until a mutually agreeable contract has been established. Negotiation for subsequent services shall occur at the time those services are needed.
