***Notice to Consultants***

The Seneca County, Ohio Board of Commissioners in anticipation of receiving Federal assistance under the airport improvement program (AIP), is inviting professional aviation consulting firms to submit a statement of qualifications for providing general planning, engineering design and related construction related services. The engineering services required are related to needed improvements at the Seneca County Airport. All contracted work must be performed and completed in accordance with applicable Federal Aviation Administration requirements.

Engineering services requested are to be performed for the Seneca County Airport, and it is anticipated to include the following improvements during the next five years:

1. Tree clearing and demo (parcel W)
2. Land acquisition (parcel 6)
3. Tree clearing and demo (parcel 6)
4. Apron Pavement rehabilitation / reconstruction

Submission Requirements and Consultant Selection Criteria

Two (2) copies of qualification statement, including a letter of interest shall be submitted in 8 ½” x 11” bound format containing no more than 20 pages not including separation or index pages or cover sheet. The statement shall contain the following information and in the order listed below. Further the selection will be base, in part, on the guidelines set forth in the DOT-FAA Advisory Circular No. 150/5100-14E (Architectural, Engineering and Planning Consultant Services for Airport Grant Projects) and the following criteria;

Transmittal Letter

• The firm’s recent experience in airport projects comparable to the proposed project.
• The professional background, caliber and qualification of the firms key personnel, i.e., those who will oversee the work.
• The firms demonstrated understanding of the project’s potential problems and the sponsor special concerns.
• The firms demonstrated ability and capacity to meet schedules and deadlines.
• The degree of interest, shown by the firm, and undertaking the project.
• The firm’s current workload.
• Quality of projects previously undertaken by the firm.
• The firm’s familiarly with Seneca County Airport.
• Proximity of project site to the firm’s office where the majority of the work will be done.
• The firm’s method to achieve the disadvantaged business enterprise (DBE) participation goal of 10%.

The qualification statements (2 copies) shall be received by the Seneca County Commissioners, 111 Madison Street, Tiffin, OH 44883, no later than November 24, 2026 at 10:00 a.m.
